Weare using PP rims on baby buggy (stroller) wheels. In hot countries the rims distort when in the boot of a car. Is there an additive which could raise the temp of deformation, or an alternative plastic.

You could try PP with 10 or 20% glass fibre. This will substantially increase the heat distortion temperature but will also decrease the mould shrinkage of the material so the wheels will come out slightly bigger. If this is a problem try Nylon 6 which has higher HDT than PP but similar shrinkage.
