With your broad background I wondered if you might try the UKTI (Trade & Industry) type roles where your management experience could help UK companies abroad or conversely help to attract new business to the UK.
Alternatively the learning and skills agenda is a large focus for all regions at present and again your change management skills may help client companies to realise the opportunity and thus engage in the newly formed government schemes for the benefit of their organisations.
